EMS Program Coordinator Update

Michael “Todd” Messer is an accomplished emergency medical services (EMS) professional, educator, and leader based in Rocky Mount, North Carolina, with more than 30 years of experience in prehospital care and EMS education.
He earned a Bachelor of Science in Emergency Medical Care from Western Carolina University in 2018 and an Associate of Applied Science in Emergency Medical Science from Wilson Technical Community College in 1995. His educational background reflects a strong commitment to clinical excellence and the advancement of EMS education.
Since 2012, Todd has served as Education Manager for the North Carolina Office of Emergency Medical Services, where he leads statewide EMS education initiatives. His responsibilities include overseeing curriculum standards, instructor development, and regulatory compliance. He played a key role in transitioning credential examinations from paper-based to computer-based systems and continues to develop and manage testing processes that ensure professional competency. Previously, Todd served as a Regional Education Specialist from 2010 to 2012, supporting training programs and ensuring compliance with educational standards. From 2005 to 2010, he was EMS Coordinator and Instructor at Nash Community College, where he managed programs, taught in classroom and clinical settings, and maintained accreditation standards.
His earlier experience includes roles with Halifax County EMS, Nash County EMS, Stony Creek Fire and Rescue as a training officer, and Johnston Ambulance Service as a supervisor. Todd holds numerous credentials, including National Registry Paramedic, North Carolina EMT-Paramedic, and Level II Instructor, along with extensive ICS certifications and designation as a National Certified Investigator and Inspector.
Throughout his career, he has contributed to advisory committees and served as an instructor in nationally recognized life support and trauma programs, demonstrating a lasting commitment to the advancement of EMS education, increasing entry level competence of new EMS clinicians, ultimately improving patient outcomes.
